It's almost four months since Germany's federal election, in which leaving Merkel with a mathematical and ideological quandary in her effort to form a new government. "Merkel and Schulz will govern but won't inspire", Josef Janning, senior policy fellow at the European Council on Foreign Relations, said this week in a note.

Germany's had this government for the last four years. The Munich-based Ifo Institute for Economic Research recently published a report that claims gross domestic product is set to grow by 2.6 percent this year, and while business morale dipped slightly last month, it still is close to a record high.

The parliaments of Germany and France called for the agreement to be upgraded and renewed.

It remains to be seen when that will be. In 1998 she was quoted as saying: "I don't want to be a half-dead wreck when I leave politics".
