Urgent action needed on clean cars and energy-saving homes climate advisers say

The move is part of a series of measures to combat climate change and reduce emissions in the United Kingdom, as the country is now at risk of missing its legally binding carbon targets, the CCC said in a report. The Committee not only warns that "Urgent domestic measures are required" but also lays out several potential ideas, including greater immediate improvements for the energy efficiency of United Kingdom buildings, steps to improve the uptake of electric vehicles, and higher levels of tree planting and actions to reduce emissions from the country's agriculture industry.

To that end, the Committee on Climate Change has urged ministers to be far bolder than they pledged to be in its clean growth strategy, published last October.

He also said: "I think that the time has come for us to remind industry in many of these areas they have a real part to play".

The committee's chairman Lord Deben, told News: "If you're going to sell an electric vehicle your dealers have got to understand these things, so training dealers is essential".

The clean growth strategy was delayed by over a year and without a detailed plan to back up the ambition to cut carbon emissions from the transport, heat and industrial sectors. This makes it all the more important for United Kingdom carbon budgets to be met through actions to reduce emissions domestically, the basis on which they were originally set, it says.

Lord Deben also criticised construction firms for only doing the "absolute minimum" required on building energy efficient homes, saying the "people who suffer" from homes that are not properly insulated are the buyers who have to pay higher energy bills. We must improve energy efficiency and shift to low-carbon sources of heating.


The authors refer to the Government's ambition that 30-70 per cent of new vehicle sales should be made up of ULEVs by 2030, but argue that it "will be necessary to deliver towards the upper end of the range for cars", highlighting a 60 per cent minimum as ideal.

Additionally, however, new policies must be developed and implemented if the country is to close the remaining "emissions gap" between the existing plans in the Clean Growth Strategy and the reality of the fourth and fifth carbon budgets.

Currently, fewer than 5% of new auto sales are "alternatively fuelled", which also includes hybrid models.

Grants for electric vehicles are still needed until they are the same price, and tougher emissions standards for conventional cars than the European Union has in place should be brought in, the committee said.

In a newly published report, the Committee on Climate Change (CCC) has told Westminster that three-fifths of all new cars bought in the United Kingdom from 2030 must be electric if emission targets are to be met.

Lord Deben also said drivers should be given the assurance about being able to "fill up" their electric vehicles, not only by rolling out a network of charging points but ensuring people know how and where to charge up.
