Putin says Kim Jong Un 'certainly won' latest standoff on nuclear weapons

Trump South Korea Moon

Rhetoric on all sides may have moderated as a result of the first round of intra-Korean talks in more than two years on Tuesday, but US officials say hawks in President Donald Trump's administration, up to and including Trump himself, remain pessimistic that they will lead anywhere.

US also pledges no military action will take place during inter-Korean talksUS President Donald Trump told South Korean President Moon Jae-in on January 10 that the US is "open" to dialogue if Pyongyang wishes and promised no military action while inter-Korean dialogue is taking place.

The penalties that came into force on September 5 a year ago banned countries from buying coal, iron ore, lead, lead ore and seafood from North Korea.

The "bloody nose" strategy calls for the USA to carry out a limited strike on North Korea to punish it for its illegal missile program, but it would put millions of South Korean lives at risk. "China's been helping us a lot, so you can veer a little bit differently, but for the most part everything I have said I have done", he said in response to a question on his electoral promise of being tough on China.

"Anything that lowers tensions on the Korean Peninsula is a positive development", Steve Goldstein, U.S. State Department undersecretary for public affairs, said at a Tuesday press briefing, praising the North's participation in the Olympics.

It is unlikely that North Korea would undertake any provocation till the conclusion of the Winter Olympics next month.

Trump agreed, saying his country may also be open to talks with Pyongyang if conditions are met, Cheong Wa Dae said earlier. However, the North's traditional allies, both China and Russian Federation, have been put on the back foot in global platforms over Pyongyang's increasing belligerent stance on its nuclear and missile programmes.

When Kim addressed the nation on the first day of the new year, as he has done annually since 2013, he said that eliminating non-socialist elements in society would be a key task for 2018 in the repressive nation.

This comes at a time when the two countries are in a state of an altercation over North Korea's missile and nuclear programmes which could be used to target the United States and her allies. Western intelligence agencies say North Korea was responsible and the United States considers it a terrorist attack.

The meeting's venue, Panmunjom, is the only place on the tense border where North and South Korean soldiers are just meters (feet) away from each other.

The first meeting of its kind between the nations in about two years was arranged after North Korean leader Kim Jong Un made an abrupt push for improved ties with South Korea following a year of escalating tensions with the outside world over his expanding nuclear and missile programs. By keeping up the dialogue with Seoul, Pyongyang can use the talks as a shield against military pressure from the U.S.

In a post on Twitter last week, Trump asserted that North Korea had gone to the negotiating table because he had been "firm, strong and willing to commit our total ‘might against the North".

President Jimmy Carter spoke with Kim Il Sung in 1994, but he was a former president by that point and Bill Clinton was in office. -South Korean alliance, the party warned.
