Mexican drug lord added to FBI's 10 Most Wanted list

The feds put a $20 million bounty on a Mexican drug kingpin Thursday and added him to the infamous list of wanted criminals - as Brooklyn federal prosecutors unsealed drug trafficking and murder conspiracy charges against him.

U.S. law enforcement officials announced a $20 million reward Thursday for the newest member of the FBI's Top Ten Most Wanted Fugitive list, Mexican drug lord Rafael Caro Quintero.

"What is meaningful for D.E.A.", Mr. Lawn additional, & "is the fact that Caro is on the loose and has already been, and now we all don't believe that the Mexican federal government has been doing all they are able to in order to find him".

Although a new arrest warrant was issued soon after his release, Caro Quintero has managed to evade authorities since and, according to US law enforcement officials, has returned to the narcotics business as the leader of the Sinaloa Cartel. "He's an individual that continues to run a criminal organization", Patterson said.

Mr. Caro Quintero has been serving a 40-year sentence for his kidnapping, torture and murder of Enrique Camarena, called as Kiki, that was working undercover at Mexico being a D.E.A. representative.

"We need the public's help in finding this violent fugitive", the acting Federal Bureau of Investigation deputy director, David Bowdich, said on Thursday as he announced Caro Quintero's inclusion on the most-wanted list.


In a recently released video interview, Caro Quintero appears as an old man and claims that attempts to arrest him are "misplaced vengeance" - "conveniently rewriting history", said the DEA's acting administrator, Robert Patterson.

In addition, DEA and U.S. Attorney Richard P. Donoghue for the Eastern District of NY today announced the unsealing of an additional indictment against Quintero, alleging his role as leader of a continuing criminal enterprise and the individual responsible for the brutal murder of Camarena.

Authorities say it's the first time that a suspect sought by the DEA has been added to the FBI's list.

The Department of State's Narcotics Rewards Program is offering a reward of up to $20 million for information leading to the arrest and/or conviction of Rafael Caro‐Quintero. Bounty hunters seeking US reward money at one point abducted the doctor suspected by the DEA of aiding Camarena's torture, as well as another cartel figure who was eventually convicted and sentenced to time in USA federal prison. The agent was investigating drug-trafficking operations between the United States and Mexico at the time of his death in February 1985.

In November of 1984, Mexican authorities raided a 2,500 acre marijuana plantation owned by Caro-Quintero. Camarena was surrounded by five armed men who threw him into a auto, then sped away. Special Agent Camarena is survived by his wife and three sons.

Despite U.S. requests, Caro Quintero was never extradited.
