Dad of 10 charged with domestic violence in 2011

Ten children found living in squalid conditions in a California home were waterboarded, shot at with crossbows and had scalding water poured over them by their mother and her partner, authorities said.

Her husband Jonathan Allen was arrested on Friday and booked on 9 counts of felony torture and 6 counts of felony youngster abuse. The Solanos County attorneys filed the motion in an attempt to increase bail for Rogers to $495,000 prior to her Wednesday court appearance.

Rogers said she previously enrolled her two oldest children in school but chose to teach them herself because she didn't think they were getting enough attention. On Monday, authorities announced the children were rescued from "horrible living conditions".

Rogers originally faced only a misdemeanor charge of child neglect, and had been released after posting $10,000 bail.

"My husband is an awesome person", she said. "I am an incredible mother". Allen is being held in jail with bail set at $5.2 million.

Fairfield Police beforehand stated they eliminated the 10 kids from the west coast house on March 31 after responding to a report of a lacking 12-year-old. It was unclear whether she was immediately taken into custody because reporters were ordered to leave the courtroom. The boy was eventually found sleeping under a bush in a neighbour's yard, police said.

Police reports indicate a thorough search was subsequently conducted "due to concerns for the safety and health of the child and the child's siblings". A bathroom was covered from wall-to-wall in animal droppings. The officers located the missing 12-year-old and returned to the child's home. When she was later asked why all 10 children slept in a single room while the other bedrooms were used as the parents' quarters, a "meditation room" and a playroom, Rogers replied that the children liked it that way. The mother, Ina Rogers, a 30-year-old Fairfield resident was arrested and booked into Solano County Jail for child neglect. She later posted bail.


Speaking with reporters, Rogers said the children suffered bumps and bruises associated with being kids but no serious injuries.

The children had been home-schooled and were seen outside so rarely that some neighbours were shocked to learn more than a few lived at the house.

"During the investigation, the children thoroughly described the incidents of abuse", according to the motion filed by prosecutors.

Their mother, Ina Rogers, denied nine counts of felony child abuse at Solano Superior Court in California on Wednesday. The investigation revealed a long and continuous history of severe physical and emotional abuse of the children.

At the Monday press conference, Solano County Chief Deputy District Attorney Sharon Henry said she was "horrified" by the statements made by several of the victims and that "as a parent, first and foremost in my heart ... we believe these children deserve justice". Garbage and spoiled food also reportedly littered the home.

Records obtained by the San Francisco Chronicle show Allen's abuse allegations date back to late 2011.

Prosecutors at his hearing said the children had been tortured for "sadistic purposes". She also alleged that Allen put a.22 caliber gun into her mouth and threatened to shoot her, forcing her to beg for her life. He has pleaded not guilty to nine counts of felony child abuse and seven counts of felony torture. He was released in January 2015, according to the Chronicle.
