The Federal Communications Commission has fined a Florida man $120 million for making millions of robocalls

The Federal Communications Commission voted to impose a $120 million fine Thursday on a Florida man, who allegedly made almost 100 million robocalls to trick consumers into purchasing "exclusive" vacation deals from well-known travel companies. To make the robocalls seem more authentic, the FCC said Abramovich used spoofed numbers to appear as a local caller.

Abramovich told a Senate panel in April that he was "not the kingpin of robocalling that is alleged".

Abramovich, who asserted Fifth Amendment rights against self-incrimination in his Senate testimony, could not be reached for comment.

The FCC accused the Florida man of tricking consumers with "exclusive" vacation deals from well-known travel and hospitality companies, like Hilton and Marriott.

TripAdvisor complained to the FCC in 2016 after getting complaints from consumers claiming it was robocalling them.

If they do pick up, they'll find themselves forwarded to an agent who makes them listen to ads and spiels convincing them to buy vacation packages, often with timeshares. In its decision, the FCC said his arguments were unpersuasive, so it has chose to go forward with the original fine it proposed.


The FCC said in June that "Abramovich is the perpetrator of one of the largest - and most unsafe - illegal robocalling campaigns that the Commission has ever investigated".

The FCC fine is part of a multifaceted effort to crack down on robocalls, which have spurred more than 4.5 million complaints to federal regulators in recent years.

The FCC says that Abramovich duped consumers by using a specific type of robocall strategy called "neighbor spoofing".

The complaint against Abramovich and his companies, Marketing Strategy Leaders and Marketing Leaders, said these companies made some 96 million computer-dialed calls over a three-month period.

That sounds impressive until you hear that these calls took place in 2016, and meanwhile there were 3.4 billion robocalls made last month alone.

Abramovich testified in Congress last month under subpoena over the robocalls, which are illegal.
