Giuliani suggests Trump may pardon Manafort after Mueller's probe

In an impromptu press conference on the White House lawn, the president told reporters "the Mueller investigation has been totally discredited". The investigation, which he said should be led by the Justice Department, should look into the special counsel "not necessarily because of Mueller but because of its genesis in this nearly completely illegal and unethical probe". "I don't know, but I want to find out before I go forward", Giuliani said when pressed about Strzok.

"I guess I should clarify this once and for all - I think I have - the president has issued no pardons in this investigation; the president is not going to issue pardons in this investigation", Giuliani told CNN's "State of the Union" on Sunday.

Giuliani raised the prospect that the president was considering pardons late last week, after former Trump campaign chairman Paul Manafort was jailed for violating terms of his bail in Washington.

Giuliani said Trump would look into those who were treated "unfairly" in the investigation.

Giuliani, speaking on "Face the Nation" on Sunday, claimed that "troubling, unethical behaviors" among some in the Justice Department had tainted the Mueller probe, which began as an FBI counterintelligence investigation.

"When the whole thing is over, things might get cleaned up with some presidential pardons", the former NY mayor told the Daily News.

But, he added, 'When it's over, hey, he's the president of the United States.


Giuliani said, seemingly referring to the inspector general's report released Thursday.

Giuliani also addressed a possible interview with special counsel Robert Mueller, saying, "Mueller only gets an interview after he gets thoroughly investigated and we determine his conflicts, the biases and prejudices of his staff".

The congressman said his investigators eventually will "get all of the documents that we want, and ultimately this is all going to spill out and then people are going ask well, what are you going to do?"

He said the interview could be audio recorded, but that questions would need to be limited just to specific questions about "the heart of the probe" - allegations of collusion between Russian Federation and the Trump campaign.

If Trump refuses to answer questions from federal investigators, Mueller could issue a grand jury subpoena, which Trump's lawyers have said they would fight - setting up both sides for a potentially protracted and politically perilous constitutional confrontation likely to go eventually to the Supreme Court. Giuliani said he is opposed to having an interview but 'the president wants to do it so we have to sort through it'.

Giuliani said they'd prefer that Trump sit for a two-hour interview and Mueller's team probably wants four, 'so let's settle at 3'.

"We found no evidence that the conclusions by the prosecutors were affected by bias or other improper considerations; rather, we determined that they were based on the prosecutors' assessment of the facts, the law and past department practice", the report said.
