PM's compromise on Brexit branded unacceptable by pro-EU Tories

The row sets up the very real possibility of defeat for the Prime Minister as the EU Withdrawal Bill bounces between the Lords and Commons in the process of "parliamentary ping-pong" over the coming weeks, ahead of a crunch summit of European leaders in Brussels on June 28.

Dominic Grieve says he thought he had reached an agreement but the government changed the text 'at the last minute'.

Ex-Tory attorney general Dominic Grieve told The Independent UK that he spent the morning negotiating with ministers and agreeing a wording to a new amendment to the legislation.

Mr Grieve has said he will hold further talks with ministers.

"I voted on Tuesday to make sure that the sovereign institution of this nation, our Parliament, gets its full sovereign right to review our new relationship with the trading partners we will have in future".

Lawmakers supported the government's position to reject amendments to the EU withdrawal bill that challenged May's commitment to leave the bloc's customs union and single market, leaving the overall shape of her Brexit strategy intact.

Asked if the prime minister's words ruled out a discussion on the contentious rebel clause, her spokesman said: "I think that is a fair assessment".

Dominic Grieve, the former attorney general who is leading the group of Remain-supporting Tory MPs, said today they were not trying to stop Brexit from happening - but added they could topple the Government by voting against the bill, to prevent the risk of Britain sliding into "chaos" by leaving the European Union with no deal in place.

Speaking in parliament on Wednesday, May said the government could never allow the hands of the government to be tied in the negotiations or allow the Brexit decision to be reversed.


Tory Remainer Sarah Wollaston tweeted: 'So just to be clear we are now going to have to amend the "unamendable" after the agreed amendable amendment acquired a sneaky sting in the tail.

Signalling rebels will seek to remove the unamendable nature of the government's proposal, she tweeted: "Would be amusing if only it wasn't such a serious issue, preventing the most destructive Brexit matters to the majority in parliament".

Her concession to discuss the changes may mean lawmakers could have more power if she fails to secure a Brexit deal, possibly leading to a softer approach to Britain's divorce.

Several pro-EU MPs threatened to rebel over whether parliament should have more control over any final deal agreed with the EU in Brussels.

Shadow Brexit secretary Sir Keir Starmer said: "The Government's amendment is simply not good enough". Instead, MPs will be offered a vote on an unamendable statement, which would effectively turn any vote into to a vote of confidence in the prime minister.

Mr Davis would not be drawn on the details, saying the proposal would meet three criteria: that it does not overturn the referendum result, does not undermine negotiations and does not change the country's constitutional structure which involves the government negotiating.
