Commons are considering amendments imposed by the Lords, and the key is the amendment 19, the one that guarantees a meaningful final vote on the Brexit deal to MPs.
Following its defeat, the government's own amendment on the so-called meaningful vote will go forward to the House of Lords for debate next week - but with some changes.
The pro-EU faction got a boost when junior justice minister Phillip Lee resigned Tuesday, saying he could no longer support the government's "irresponsible" plans for Brexit.
It is expected that Tuesday will see MPs decide whether Parliament should have the power to set the Government's negotiating goals if Theresa May's deal with Brussels is voted down.
'They want us to deliver on Brexit and build a brighter future for Britain as we take back control of our money, our laws and our borders'.
Ministers have told rebel Conservatives they will agree to seek House of Commons approval for their course of action if no political agreement has been reached on the Withdrawal Agreement agreed with Brussels by November 30, which the original amendment had demanded.
The SNP doesn't have any Lords because of an ideological disagreement with the concept of an unelected upper house - but it does have plenty of MPs in the Commons.
But they face a revolt by pro-EU Tory MPs determined to retain as numerous changes as possible in the legislation.
The European Union Withdrawal Bill, a complex piece of legislation meant to disentangle Britain from four decades of EU rules and regulations, has had a rocky ride through Parliament.
May had earlier warned that defeat would weaken her hand in exit talks, while a string of eurosceptic MPs stood up to accuse the rebels of trying to thwart Brexit.
The Government has managed to fend off a major rebellion after parliament rejected an amendment to bring a "meaningful vote" on the final Brexit deal. May's preferred approach is temporarily keeping the U.K.in some form of temporary customs union with the E.U., but this is unacceptable to hardline Brexiteers in her party.
Davis on Tuesday told the BBC, "that was the decision of the British people. and whatever we do, we're not going to reverse that".
Speaking to a packed meeting of Tory MPs - including Chancellor Philip Hammond, Brexit Secretary David Davis and Environment Secretary Michael Gove - May said: "We must think about the message Parliament will send to the European Union this week". There were 14 of us in the room.
Britons voted 52 percent to 48 percent in favor of exiting the European Union in a June 2016 referendum.
"I've been through this before when in opposition and now that when we're in Government, because if the House makes the concession of allowing the dialogue to continue and I can see the merit of that happening, it has got to be done in good faith".
