During an interview with CNBC's Jim Cramer at the Delivering Alpha conference, Kudlow said that while other Chinese officials - including China's top economic official, Vice Premier Liu He - are open to a deal to ease tensions and reduce tariffs, Xi is holding up progress.

In an interview with CNBC Wednesday, Kudlow seemed optimistic for the USA economy despite the current trade war.

The National Economic Council Director said that President Trump's formula of tax cuts, deregulation, and other reforms - despite Wall Street fears over inflation, tariffs and a possible global trade war will keep the nation's economic growth strong for some time to come.

Kudlow on Wednesday implied Jinping is refusing to heed Trump's calls to alter China's technology transfer and other trade policies.

Larry Kudlow, who heads the White House Economic Council, said separately at an investment forum in NY that he has been told that Juncker would be "bringing a very important free trade offer" to Trump on his visit.

Mr. Kudlow said the current administration is trying to pull America out of the "growth recession" it has been mired in since at least the Y 2008 financial crisis.

"We are waiting for [Jinping]", Kudlow said.

China could end USA tariffs "this afternoon by providing a more satisfactory approach" and taking steps that other countries are also calling for, he said.

Trump considers the EU's 10 percent tariff on cars to be unfair compared to the US 2.5 percent tariff, although the United States maintains a 25 percent tariff on pickup trucks. "The ball is in his court".

US President Donald Trump has threatened further tariffs unless Beijing agrees to change its intellectual property practices and high-technology industrial subsidy plans.

China hasn't "responded at all, not one basis point, to our request to do something about the theft of intellectual property and the forced divestiture of our technology", said Kudlow.

Kudlow, a longtime advocate for a free market, said that while he generally opposes tariffs, something needed to be done about worldwide trade.

He said Juncker would bring a trade offer to Trump next week, but did not provide further details.
