Puerto Rico is a USA commonwealth.

In the video, the man can be seen walking up to Irizarry, saying, "You should not be wearing that in the United States of America", and asking her, "Are you a citizen?"

Irizarry recorded the encounter on her phone, saying she felt threatened, and posted the video to Facebook.

Authorities placed an IL park officer on desk duty Monday night after video surfaced of him standing idly by as a man harassed a woman wearing a shirt with the Puerto Rican flag.

'You're not going to change us, you know that, ' Trybus tells her in the clip.

After the two quibbled about the US government's relationship with Puerto Rico, Irizarry asked the man what the point of his agitation was.

Another tweet said, "All people are welcome in the Forest Preserves of Cook County and no one should feel unsafe while visiting our preserves".

A video that went viral on Monday has earned a Chicago police officer desk duty for an incident that happened a month ago.


The man's behavior towards Irizarry appears to have been witnessed by a nearby police officer, who does not appear to stop the man from continuing to verbally harass her, despite her requests for help. "He basically got in my face, damn near nearly touched me", Irizarry says in the video.

Irizarry originally posted a video of the harassment to Facebook, which has since been taken down. "If you're an American citizen you should not be wearing that shirt in America", Trybus says.

When the man again tries to get in her face, her brother arrives and intervenes.

Stagner and the Forest Preserves are not the only ones upset by the video, as Puerto Rican Gov. Ricardo Rossello tweeted about the "undignified event", calling the man a bigot and finding fault with the first officer who "did not interfere".

'That officer did absolutely nothing he did absolutely zero, ' she says in the clip. The man, later identified by police as Timothy G. Trybus, 62, continued hurling insults at her, asking if she was "uneducated". A female officer asked for the man's ID and can be heard in the video saying, "You don't come here harassing people".

The agency adds, "The intoxicated individual involved in the incident was arrested and charged with assault and disorderly conduct".

"If you're drunk, you don't belong here", she is heard telling the man. "We will be looking into this incident as our offices in DC are in contact with local and state authorities, demanding that this officer be expelled from the police force". "He failed to deescalate the situation and therefore did not ensure a citizen's safety", Rosselló tweeted. "My point is, why are you wearing that?" he says, pointing at her. From 1917, Puerto Rican residents have been US citizens and have the ability to vote in USA presidential primaries, though not in presidential elections.

The Trump administration has received criticism for its treatment of Puerto Rico, particularly for its response after Hurricane Maria struck last September.
