Trudeau set to shuffle cabinet Wednesday

"Canada has been unequivocal in our condemnation of Vladimir Putin and Russia", Trudeau said in response to a reporter's question before listing a host of Russian actions under Putin's watch that Canada has opposed.

As part of the reshuffle, Trudeau said Jim Carr would become minister of worldwide trade diversification.

The only minister essentially demoted is Melanie Joly, probably because the Heritage portfolio's issues (notably exemption from taxation for Netflix and weak efforts to encourage Canadian cultural production) seem to have overwhelmed her.

"I regret that, it wasn't the style I aspire to, so I apologize to the prime minister for making personal comments", Kenney said in an interview with Don Martin, host of CTV's Power Play.

The move was a shot at President Donald Trump's antagonistic trade policies toward Canada.

His infrastructure portfolio was assigned to Jim Carr, who as the new minister of worldwide trade is expected to diversify Canada's trade interests beyond the United States. So far, however, no ministers have publicly signalled that they intend to skip next year's campaign. Even the NDP government of Alberta and the Conservative government of Manitoba could be expected to be helpful with some issues.

Liberals saw the election in early June of Conservative Doug Ford as premier of Ontario - the country's richest and most heavily populated province - as a warning shot.

That comes at a time when the Conservative opposition is riding high in much of the country, with rightist parties favored in elections in the eastern province of Quebec in October and in Alberta, in the west, next May.

Fisheries minister Dominic LeBlanc, who is close to Trudeau, will become the minister of intergovernmental affairs, giving him the delicate task of navigating relations between Ottawa and provincial authorities.

As Natural Resources minister, Mr. Carr led trade missions to China, India and other countries to win better access for forest products and energy exports, while encouraging foreign companies to invest in Canada.

In a surprise move, former Toronto police chief Bill Blair was yesterday appointed Minister of Border Security and Organised Crime Reduction.
