Make E-Cigarettes Available On The NHS, MPs Urge Government

'Concerns that e-cigarettes could be a gateway to conventional smoking, including for young non-smokers, have not materialised.

A Royal College of Physicians (RCP) report analyzing dozens of studies concluded that the health hazard from long-term vapour inhalation from e-cigarettes was unlikely to exceed 5 percent of the harm from smoking tobacco.

Specifically, the report recommended that the NHS set a policy allowing mental health facilities to allow e-cigarettes and noted that there is evidence they are an effective tool in getting people to stop smoking tobacco.

Public Health England (PHE) has estimated that e-cigarettes are at least 95% less harmful than smoking.

The government has been urged to make e-cigarettes available on the NHS after a probe by MPs found numerous health concerns around "vaping" are wrong.

The committee is calling on the government to consider "risk-based regulation" to allow more freedom to advertise e-cigarettes as the "relatively less harmful option" and provide financial incentives, in the form of lower levels of taxation, for smokers to swap from cigarettes to less harmful alternatives.

The committee of MPs said that while "uncertainties" remain about the long-term health impact of the devices, they present "an opportunity to significantly accelerate already declining smoking rates".

'This is about comparing e-cigarettes to normal cigarettes, not fresh air. Juul said it chose Britain as its third market - after the US and Israel - partly because of the country's supportive approach to vaping. "There is no public health rationale for doing so", said committee chairman Norman Lamb. Nicotine in conventional cigarettes is addictive, but it is other chemicals in tobacco that cause cancer.

"We will carefully consider the recommendations and evidence surrounding the use of inserts into cigarette packages".

- The limit on the strength of refills should be reviewed as heavy smokers may be put off persisting with them-and the restriction on tank size does not appear to be founded on scientific evidence and should therefore urgently be reviewed.

MPs want rules around e-cigarettes to be loosened to help smokers quit.

The group also said that there is no evidence to suggest that it encourages young people to take up smoking tobacco.

MPs want to review a ban preventing such a move - as it would now be considered as tobacco advertising. In the United Kingdom a person must be 18 to buy e-cigarettes or the e-liquids they vaporise.
