Trump signs bill named for Sen. McCain, doesn’t mention him

US President Donald Trump signed a $716 billion defence policy bill on Monday that authorises military spending, includes softened controls on US government contracts with China's ZTE Corp and Huawei Technologies Co Ltd, and suspends sale of F-35 fighter jets to North Atlantic Treaty Organisation ally, Turkey.

Trump has openly mocked and criticized McCain in a feud that began in 2015 when the president said McCain was not a war hero.

The measure also helps modernize the military by enhancing research in the field of artificial intelligence and hypersonic technology.

President Trump left his Bedminster vacation for a busy day on the road Monday, first to Fort Drum, New York, where he will delivers remarks and signs the John S. McCain National Defense Authorization Act.

The signing ceremony also fulfilled Mr. Trump's promise to provide more certainty for military funding, after years of budget "sequestration" caps under President Obama.


This is the first time the defense authorization bill has been enacted before the start of the fiscal year since the fiscal 1997 measure was signed into law on September 23, 1996 by President Bill Clinton. It allows Trump to waive sanctions against countries that bought Russian weapons and now want to buy US military equipment.

The compromise bill removes a provision reinstating penalties against ZTE and restricting the company's ability to buy US component parts.

Trump has lifted an earlier ban on USA companies selling to ZTE, allowing China's second-largest telecommunications equipment maker to resume business and putting him at odds with both Republican and Democratic lawmakers. "After years of devastating cuts, we're now rebuilding our military like we never have before". Trump has spoken warmly of Arpaio for years, and last year he pardoned the former lawman after he was convicted of criminal contempt related to civil rights violations by his department directed toward immigrants.

On Monday, McCain expressed pride in the bill signing in a statement he issued afterward.

McCain tweeted that he was "humbled" that Congress chose to name the bill after him. "As Chairman of the Armed Services Cmte, I've found high objective in service of a cause greater than self_the cause of our troops who defend America & all that she stands for", he tweeted.
