The Category 1 hurricane began to throttle the Carolinas Thursday with a heavy storm surge that burst inland, causing major flooding in New Bern, N.C., where WCTI, the city's ABC affiliate, is located, The Weather Channel reported.

"Florence is still a unsafe storm", said Rebecca Fuller, a meteorologist with Radiant Solutions in Gaithersburg, Maryland.

Forecasters expect Florence to hit the Carolinas early in the morning on September 14.

Florence is expected to crawl to the west - battering everything in its path with 80mph winds - before smashing into neighbouring SC.


"It's an uninvited brute who doesn't want to leave", said North Carolina Gov. Roy Cooper.

"Just because the wind speed came down, the intensity of this storm came down. please do not let your guard down", said Brock Long, the administrator of the Federal Emergency Management Agency (FEMA), earlier on Thursday. "But I think we're ready".

More than 1.7 million people in Virginia, North and SC were told to evacuate ahead of Florence's arrival.

"It truly is really about the whole size of this storm", National Hurricane Center Director Ken Graham told The Associated Press.

"Hurricane-force winds extend outward up to 80 miles (130 km) from the centre and tropical-storm-force winds extend outward up to 195 miles (315 km)".

Once the centre moves inland, the intensity of the hurricane is set to decrease, according to a forecast discussion posted on the NHC's website.

About 1.7 million people in North Carolina, South Carolina and Virginia are under voluntary or mandatory evacuation orders and millions of others live in areas likely to be affected by the storm.

The National Hurricane Center said Florence came ashore near the town of Wrightsville Beach, almost 10 kilometers east of the city of Wilmington, with maximum sustained winds of 150 kilometers per hour and higher gusts. Significant weakening was expected over the weekend. Some 3,000 people died in the aftermath of that storm.
