The top counties affected are Bladen, Brunswick, Carteret, Columbus, Craven, Duplin, Johnston, New Hanover, Onslow, Pender, Sampson, Wake and Waynecounties, NC Emergency Management said. As all that run-off fills rivers, the damage will only worsen.

Atlantic Beach's historic pier was washed away. Tomorrow, forecasters expect it to climb over nine feet.

More than 634,000 homes and businesses were without power in North and SC early on Friday, utility officials said.

150 people remain trapped in New Bern, and FEMA rescuers are trying to reach them.

The surge left the pier in tatters and damage across town.

Forecasters say the center of Hurricane Florence is hovering just inland near Cape Fear, North Carolina. Ken Graham, the NHC's director, warned the slow pace of the storm exacerbated its danger even to areas outside its immediate path.

Members of the Louisiana Cajun Navy were assisting with rescue operations but later moved to Wilmington after emergency responders said conditions were under control. "You may need to move up to the second story, or to your attic, but WE ARE COMING TO GET YOU".

New Bern is a town of around 30,000 people on the Neuse River, near North Carolina's coast. Before daybreak, resident Mitchell Foor arrived with a generator, cranking up the hotels ice and coffee machines.

"I said, 'Why get on the road like this?"

About 70 people were pulled from a motel near Camp LeJeune at the height of the storm as the roof started to collapse. Water rescues were also underway, although it was hard to know how many had occurred.

Hundreds of thousands of people have evacuated the coast, more than 1500 United States flights have been cancelled, factories were shut and farmers rushed to save crops, poultry and pigs in anticipation of the storm. The storm could drop up to 40 inches of rain, causing "catastrophic" floods and a "life-threatening" situation, the NHC said.

The storm made landfall at around 7:15 a.m. ET near Wrightsville Beach, North Carolina.
