Florence weakened somewhat after making landfall and on Saturday was a tropical storm that had sustained winds of 50 mph as it churned about 40 miles west of Myrtle Beach, S.C., the National Hurricane Center said in an advisory at 11 a.m. Saturday.

Rain ranging from one to three and a half feet has already fallen, and it's not over. SC recorded its first death from the storm when officials said a 61-year-old woman was killed when her vehicle hit a tree that had fallen across a highway.

Rivers have already burst their banks in some areas with the Neuse River in New Bern, North Carolina yesterday spewing water over its banks and into nearby streets. Utilities were monitoring these facilities, which store toxic waste from coal-burning power plants. An estimated 772,000 people remained without power in North Carolina, along with 172,000 in SC. Electricity remained out for much of the city, with power lines lying across many roads like wet strands of spaghetti.

"The fact that there haven't been more deaths and damage is fantastic and a blessing", said Rebekah Roth, walking around Wilmington's Winoca Terrace neighborhood on Saturday.

Hurricane Florence edged closer to the east coast of the United States on Thursday, with tropical-force winds and rain already lashing barrier islands just off the North Carolina mainland. The center of the storm is expected to make landfall near Wilmington between 8 a.m. and noon.

If the current forecasts hold, many regions could see "a flood of biblical proportions", said Rick Neuherz, a hydrologist with the National Weather Service.

"I can not overstate it: Floodwaters are rising, and if you aren't watching for them you are risking your life", the state's governor Roy Cooper said.

Florence was seen as a major test for the Federal Emergency Management Agency, which was heavily criticised as slow and unprepared previous year for Hurricane Maria in Puerto Rico, where the death toll was put at almost 3,000.

Morehead City, North Carolina, had received 23 inches of rain by Friday night, and forecasters warned on Saturday morning that parts of the Carolinas could get up to 15 inches more.

"It's like being stalked by a turtle", Federal Emergency Management Agency official Jeff Byard told reporters.


As night fell, it drifted into SC with maximum sustained winds of 50 miles per hour, leaving people trapped in flooded homes and promising days of destruction and human suffering. It was downgraded to Category 1 before coming ashore on Friday near Wrightsville Beach, near Wilmington.

Florence flattened trees, buckled buildings and crumpled roads.

A mother and baby were killed when a tree fell on their home in Wilmington.

A woman in Hampstead, in Pender County, died of an apparent heart attack after emergency crews could not clear debris to get to her.

Two people in Lenoir County were killed: a 78-year-old Kinston man who was electrocuted when connecting extension cords in the rain and a 77-year-old man who was blown down by the wind when he went to check on his hunting dogs.

Storm surges, punishing winds and rain are turning some towns into rushing rivers - and the storm is expected to crawl over parts of the Carolinas into the weekend, pounding some of the same areas over and over.

There were no immediate reports of storm-related deaths or serious injuries, but authorities said more than 100 people were rescued further north in New Bern, where the downtown area of the city of 30,000 people was under water. Some local residents described a harrowing retreat as the storm hit early on Friday.

More than 20,000 people were in 157 shelters in North Carolina, with 7,000 more in SC shelters.

Myrtle Beach, South Carolina, has been lashed by torrential rains and near-hurricane force winds, CBS News correspondent Don Dahler reported. Jennifer Morales, 20, said there was 3 feet of water in her home. "So yeah, not safe", Ochoa said. Trump planned a visit to the region next week.

Two people also died in Harkers Island, North Carolina, on Friday, Carteret County Director of Emergency Services Stephen Rea said Saturday.
