Major flooding ravages Carolinas as storm nears Vermont

Just days after Hurricane Florence battered the coast of North and South Carolina, Duke and the University of North Carolina have started collecting donations to help those affected by the storm.

Rivers across North Carolina, South Carolina and southern Virginia have been pushed past their limits and hit major flood stages, in which the flooding of buildings and roads require significant evacuations.

In Wilmington, workers began handing out supplies using a system resembling a giant fast-food drive-thru: Drivers pulled up to a line of pallets, placed an order and left without having to get out. More than 60 others had to be rescued as a cinderblock motel collapsed.

Near the flooded-out town of New Bern, where about 455 people had to be rescued from the swirling flood waters, water completely surrounded churches, businesses and homes. "I wish we had gone up two more blocks", said Ned King, referring to the foundation they raised by five cinderblocks.

The hurricane was "wreaking havoc" and could wipe out entire communities as it makes its "violent grind across our for days", the governor said.

Tens of thousands of houses have been damaged, but for many parts of the Carolinas, "the worst is yet to come" as river levels rise to historic levels, said Zach Taylor, a meteorologist with the US National Weather Service.

A mother and baby were killed when a tree fell on a house, according to a tweet from Wilmington police. Authorities in Virginia said one person was dead after an apparent tornado.

"A lot of the cities that were flooded are smaller and less dense", Ric Campo, chairman and chief executive of Houston-based Camden Property Trust, told the Wall Street Journal.

Like hurricanes Harvey and Katrina before it, Florence will be remembered for unleashing a staggering amount of water over a vast area. But the hurricane had slowed to a crawl, drenching coastal communities for hours on end.

The Cape Fear Public Utility Authority said on Friday that flooding had caused more than 5 million gallons of partially treated wastewater to spill from its sewage plant and into the Cape Fear River, according to the News & Observer. Click through to see Florence's devastation from above.

Roy Cooper warned that the flooding set off by as much as 3 feet of rain from Florence is far from over and will get worse in places. Flash flood watches extended all the way to Pennsylvania, Maryland, New York and southern New England.

With 1,500 roads closed across North Carolina, fire and rescue crews were waiting to go into many areas to assist with structural damage after Florence dumped up to 36 inches (91 cm) of rain on the state since Thursday. As much as 6 inches (15 cm) of rain was possible in parts of the region, the NWS said.

Thomas Hammett, of Otway, North Carolina, said he has been in the shelter for almost a week with his two children, Jerry, 11, Christopher, three.

Wilmington was also the site of the first deaths of the hurricane. More than 200 roads across the state were closed or blocked as residents. "This bridge is going to wash out", she added, saying that the bridge is their way to get to the center of town in Dillon.

The weather service's Binghamton branch said that some places in NY got more than 3 inches of rain in less than 24 hours.

Sheets of rain splattered against windows of a hotel before daybreak in Wilmington, where Sandie Orsa of Wilmington sat in a lobby lit by emergency lights after the electricity went out. "During Matthew the water never reached their house", she said.

"North Carolina allows all this risky waste to be stored next to its flooding coastal - and, for that matter, inland - rivers", Frank Holleman, a senior attorney at the Southern Environmental Law Center, told the Raleigh News & Observer.
