Stunning Weather Channel Video Shows Why Storm Surges Are So Dangerous

Even though Florence has weakened to a Category 2 system with winds of 165 kilometers per hour, forecasters say the storm remains a destructive force.

Florence has been bearing down on the Carolinas for days, and it has expanded in size, with tropical-storm-force winds extending almost 200 miles from the storm's eye. "We're still going to have a Category 4 storm surge", CNN meteorologist Chad Myers said.

It was forecast to make landfall mid-day Friday near Cape Fear, North Carolina, bringing up to 40 inches (1 meter) of rain, and storm surges as high as 13 feet (4 meters), the NHC said.

Still, the storm has the capacity for huge destruction.

Despite pleas from state and local officials, some residents rejected calls to evacuate. That would put this in as one of the highest rain events in Charlotte's history. Hurricane force winds extended 80 miles from the centre of the storm, while tropical storm force winds extended up to 195 miles. "He is the only caregiver to me and my son", Browning said. This is a powerful storm that can kill.

Flooding risks are also causing worries over the more than 300 wild horses living on North Carolina's coasts.

Luettich and colleagues at the University of Notre Dame and University of Texas spent 30 years developing ADCRIC, a computer model that gauges storm surge and other impacts of major coastal weather events.

Will Epperson, a 36-year-old golf course assistant superintendent, said he and his wife had planned to ride out the storm at their home in Hampstead, North Carolina, but reconsidered due to its ferocity.

It is expected to hit the coast with winds of 100 miles per hour on Friday, according to the latest U.S. National Hurricane Center report. In some counties, almost 1 in 3 people live below the poverty line. The city said early Friday that two out-of-state FEMA teams were working on swift-water rescues and more teams were on the way.

By early evening, almost 70,000 residents were without electricity, according to North Carolina Emergency Management.

The hurricane was seen as a major test for the Federal Emergency Management Agency, which was heavily criticized as sluggish and unprepared for Hurricane Maria in Puerto Rico past year. Most of the damage during Hurricane Matthew in 2016 in North Carolina came from inland flooding - 31 people died and almost 100,000 homes were destroyed. They've also been praying, singing songs in their native language. "We have two boats and all our worldly possessions", said Susan Patchkofsky, who refused her family's pleas to evacuate and stayed at Emerald Isle with her husband.

About 1.7 million people in North Carolina, South Carolina and Virginia are under voluntary or mandatory evacuation orders and millions of others live in areas likely to be affected by what has been described as the most severe storm to hit the region in decades.

"We're avoiding euthanasia at all costs", Pender County Animal Shelter manager Jewel Horton told The Washington Post.

Officials in several states have declared states of emergency, including in the Carolinas, Georgia, Virginia and Maryland, where coastal areas are still recovering from summer storms. The storm surge could reach up to more than 3.9m, if the maximum surge coincides with high tide.

Florence is one of four named storms in the Atlantic.
