Syria's Assad offers condolences to Russia's Putin for Il-20 plane crash

In its condemnation, Russian Federation described the Israeli assault as a "deliberate provocation" and said it retain the right to respond to its soldiers' deaths.

"These will be the steps that everyone will notice", he said, without providing further details.

Russia's Defense Ministry said the Israeli warning came less than a minute before the strike, and it accused the Israeli military of using the Russian plane as a cover to dodge Syrian defense systems. The plane downed by Syria's Russian-made S-200 air defence had a crew of 15, who were all killed, Moscow said.

Norkin will be joined by Brigadier General Erez Maisel of the International Cooperation Unit, as well as officers of the Intelligence and Operations directorates of the Israeli air force, according to the IDF.

"We will remain there even after the Idlib accord", Nasrallah said, referring to a Russia-Turkey deal to prevent a Syrian regime offensive on the country's last rebel-held stronghold.

Israeli Prime Minister Benjamin Netanyahu quickly phoned Russian President Vladimir Putin to express his condolences and offered to send his air force chief to Russia with a detailed report.

The Russian defence ministry earlier Tuesday blamed Israel for the accident and warned of reprisals. Israeli Air Force Commander Amikan Norkin will head to Moscow to hand over the information on the Ilyushin Il-20 warplane crash in Syria, Israel's Defense Forces said on Wednesday.

Syrian forces mistook the Russian Il-20 for Israeli aircraft, killing all 15 people aboard on Monday.

The target of the Israeli strike was identified by Syria as a subsidiary of its defense ministry, known as the Organization for Technical Industries, which has suspected ties to the country's chemical weapons and missile programs. These weapons were meant to attack Israel, and posed an intolerable threat against it.

President Bashar al-Assad on Wednesday blamed Israel for the downing of a Russian plane, which was accidentally hit by Syrian anti-aircraft fire during an Israeli missile strike.

Officials did not immediately say if the plane was shot down.

In a Wednesday analysis piece in Hebrew-language daily Yedioth Ahronoth, Israeli military analyst Ron Ben Yishai said that Israel would - in response to the incident - try to persuade Russian Federation not to give Syria its advanced S-300 air-defense system.

Though the Russian military condemned " these provocative actions by Israel as hostile" and said it reserves "the right to an adequate response", President Putin described the loss of the plane as a likely "chain of tragic accidental circumstances", rather than a deliberate provocation.
