US anger at Russia changes to UN N.Korea report

She accused the UN panel of “caving to Russian pressure” and making changes to its report

Thursday, September 13, the USA imposed new sanctions against the DPRK, under the restrictions were Russian and Chinese firms of cooperating with the North Korean regime.

After the initial experts' report was released, Russian Federation and China blocked the United Nations from imposing sanctions on Russia-based entities and vessels sanctioned a week earlier by the U.S. Treasury Department.

The Treasury Department said the companies are actually controlled by North Korea, and the action "targets the revenue North Korea earns from overseas information technology (IT) workers".

Thursday's sanctions announcement is the latest sign the U.S. is moving to increase pressure on Pyongyang to end its nuclear and ballistic missile programs.

Washington has also accused Russian Federation of violating United Nations sanctions on North Korea by granting work permits to North Korean laborers despite Russia's denial of any such actions.

The United States and other council members have said there must be strict enforcement of sanctions until Pyongyang acts.

"The United States will continue to fully enforce and implement sanctions until we have achieved the final, fully verified denuclearization of North Korea", Mnuchin said.

Russian Federation and China have suggested the Security Council discuss easing sanctions after US President Donald Trump and North Korean leader Kim Jong Un met in June and Kim pledged to work toward denuclearization. MsHaley called for the initial version of the report - dating from early August - to be published.

A summary of the experts' report obtained in early August by The Associated Press also said North Korea has not stopped its nuclear and missile programs.

"We're disappointed in the panel for caving to Russian pressure and making changes to what should be an independent report", Haley added, noting that it was a "dangerous precedent".

The UN Security Council will meet on Monday over the implementation of sanctions on North Korea at the request of Washington, the U.S. mission to the United Nations said.

"The full implementation of UN Security Council resolutions remains mandatory for all member states - including Russian Federation".

Although virtually all North Koreans lack access to the internet, the US says that IT is not only a source of revenue for its authoritarian government but used by the North for theft and intimidation.
