Goldsboro was also still flooded.

And the effects from the slow-moving storm were still being felt Tuesday as record inland river flooding was impacting areas such as Pollocksville in Jones County, where USA 17 was impassable.

On Tuesday night, the majority of hotels to the north of Fayetteville were fully booked as people rushed to escape the flood.

The city manager told CNN that 12,000 people were "in harm's way".

Still, the whirlwind tour through the Carolinas showed Trump reaching out to connect with those reeling from a storm blamed for at least 37 deaths in North Carolina, South Carolina and Virginia since coming ashore Friday.

The water is everywhere - flooding interstates, swamping homes and swelling rivers that keep climbing.

President Trump, clearly, has an eye for luxury - even in the most unexpected circumstances.

In South Carolina, two women died on Tuesday evening (Wednesday NZT) after a van taking the mental health patients from one facility to another was overtaken by rising floodwaters near the Little Pee Dee River, authorities said.

Remnants of Hurricane Florence continue to threaten the east coast with torrential rain and flood risks.

"People don't realize how a very hard phase is beginning today, with the lovely sunshine", Trump said. Following Hurricane Floyd, the state bought up some farms in flood plains to prevent future outflows, and the state pork council said farmers beefed up lagoons to prevent recurrence.

The deadly 2017 hurricane season afforded Trump several opportunities to travel to storm-torn swaths of the country and address grieving citizens - instead, critics said, he largely kept attention focused on himself.
