"Prisoners under sentence of death must be treated with humanity and dignity and held in conditions that meet global human rights law and standards", the organisation said in a statement on Wednesday, which is World Day Against the Death Penalty.

Liew Vui Keong, a minister in the prime minister's department, said on Wednesday that amendments to the existing laws would be introduced in the next session, which begins on October 15.

On the World Day Against Death Penalty, opposition Senator Leila De Lima called for a renewed and sustained campaign against the imposition of death penalty in the Philippines.

The Minister in the Prime Minister's Department, who is the de facto law minister, said the only issue was what to do with the convicts now on death row.

"Let's talk about the death penalty, let's talk about hard labour in our prisons without the chance of early parole for violent contact crimes, let's have this discussion and we call upon government to immediately facilitate such national process of discourse", IFP chief whip Narend Singh said in a statement in September.

In Malaysia, death penalty is a mandatory punishment for murder, drug trafficking, treason, and waging war against the YDPA.

The 54-year-old was caught with 1.1 kilograms of crystal methamphetamine at Kuala Lumpur International Airport en route from Shanghai to Melbourne in 2014.


Amnesty International welcomed the decision and urged other nations in the region to follow suite.

Regionally, only Cambodia, the Philippines and Timor-Leste have abolished the death penalty.

"We will inform the Pardons Board to look into various applications for convicts on the (death penalty) waiting list to either be commuted or released".

Once capital punishment is scrapped, Malaysia will have the moral authority to fight for the lives of Malaysians facing death sentences overseas, he added.

While Indonesia carried out the highest number of executions over the past five years, Mr Hamid said the country had been making improvements.

"We have had no executions in the last two years and we also changed the death penalty to an alternative sentence, no longer mandatory punishment".
