The Jalandhar-Amritsar express was travelling at 55mph when it reached the scene of the tragedy in Amritsar.

Lohani also said that the railway posts its staff at the manned level crossing to regulate the road traffic and nod at the mid-sections of the railway track between two stations.

As the Ravan and other effigies went up in flames with the deafening noise of bursting fire crackers, the people standing on the live railway tracks did not realise that a speeding train was approaching.

Following the accident, people rushed to the site, almost 465 kilometers (290 miles) north of New Delhi, and shouted at railway officials for not taking precautions.

The Punjab government has declared a state mourning.

More than 50 people are feared to be dead after a train ran into people watching Dussehra celebrations near a train track in Amritsar's Choura Bazar on Friday. He said that the accident occurred 400 meters away from the Jora Phatak where it was not possible to see anything due to the darkness, it did not occcur because of his negligence.

The committee also passed a resolution seeking Rs 1-crore compensation and a government job to one member of each family of the victims. "She is repeatedly being told, according to new video evidence, that there are people on the tracks and even if the trains arrive, nothing will happen to them", senior BJP leader Rajinder Mohan Singh Chinna said in a statement.

Amarinder said though he had wanted to visit Amritsar last night itself, he was advised against it by the district authorities which did not want a VIP movement to divert attention from the urgent rescue and relief efforts needed at that hour. It was a clear case of trespassing. The Punjab and Railway Police on Saturday questioned the driver of a train that crushed the people.

Responding to the DCP, ASI Daljit Singh, SHO, Mohkampura, said that almost 20,000 visitors may throng the venue and the organisers will abide by the Supreme Court and Punjab and Haryana High Court directions relating to traffic management and noise pollution. "Nobody was given the permission for organising the Dussehra event".

"The permission to hold the Dussehra celebrations were given but the festivities were not supposed to spill over to the railway tracks", Powar told ThePrint.

In a letter that has been leaked, it is indicated that the organizers, the family of a local Congress councillor has sought security arrangements at the venue where Punjab minister Navjot Sidhu and his ex-MLA wife were expected.

"It was the mistake of train driver (Jalandhar to Amritsar)".
