Rep. Tom Reed on Tuesday criticized the Save the Internet Act that House Democrats are supporting to restore net neutrality, a concept that everyone with internet access shoud have equal access to online content.

After the FCC's repeal vote, officials in Vermont, Rhode Island, New York, New Jersey, Montana, Hawaii, Oregon, Washington and California moved forward with efforts to reinstate the former rules on a state-wide basis.

Senate Republican leaders oppose the bill and the White House has pledged to veto the measure if it makes it to the president's desk.

The White House statement concluded by advising that if H.R. 1644 were presented to the President, his advisors would recommend that he veto it.

In a statement Wednesday, Pai called the House bill a "big-government solution in search of a problem".


Both sides in the debate say they are defending the "free and open" internet. "This bill should not and will not become law". The D.C. Circuit Court of Appeals heard arguments in February, and is still considering the matter.

The Republican-led FCC voted to repeal the protections in late 2017.

The bill would repeal the order introduced by FCC Chairman Ajit Pai, bar the FCC from reinstating it or a substantially similar order and reinstate the 2015 net neutrality order.

The net neutrality bill mirrors an effort a year ago to reverse the FCC's order, approved on a 3-2 vote, that repealed rules barring providers from blocking or slowing internet content or offering paid "fast lanes".

The bill's passage this year, after failure in the Senate last year, is another example of Democrats' show of strength since taking control of the legislature's upper chamber in the 2018 elections. The OMB said the legislation "would instead return to the heavy-handed regulatory approach of the previous administration and undo the FCC's action that restored the Federal Trade Commission's authority to investigate and take enforcement action against unfair, deceptive, or anti-competitive acts or practices committed by broadband providers".
