Trump threatens tariffs will be reinstated if Mexico fails to pass immigration deal

Mexico said Monday it will discuss a "safe third country" agreement with the United States - in which migrants entering Mexican territory must apply for asylum there rather than the USA - if the flow of undocumented immigrants continues.

US President Donald Trump renewed his threat Monday to slap tariffs on Mexico as controversy erupted over what exactly is in the countries' new migration deal, which the Mexican government admitted would be reviewed in 45 days.

In bright sunshine outside the White House, Trump waved what he said was the text of an agreement Mexican and USA officials signed Friday to avert the application of tariffs on their exports to the United States.

This plan had already been partly announced Mexican Foreign minister Marcelo Ebrard on Monday. "If for any reason the approval is not forthcoming, Tariffs will be reinstated!" he said.

Later on Monday, however, Ebrard also said that Mexico would begin talks about a possible "safe third country" agreement if migration at Mexico's southern border did not decrease within the 45 days.

"I hope so, I think all Americans hope that this strategy of holding these countries' feet to the fire and using American leverage, we clearly had leverage over Mexico and that's how Trump scored a big victory", Stephen Moore said.

That includes a commitment by Mexico to deploy its new National Guard to the country's southern border with Guatemala - something the country already meant to do before Trump's latest threat.


Speaking later on CNBC, Trump said the secret provision was "a very powerful tool". "I think they probably got it the probably from somebody who worked here and said how well they were doing", he said, without elaborating, before arguing that his deal with Mexico was new.

"If the measures we are proposing are not successful, we have to discuss with the United States and with other countries, like Guatemala, Panama and Brazil", Ebrard said. It has to be brought by their legislative body, it's got to be taken to a vote. Pompeo acknowledged that it was "something that we pressed for with them throughout the time of the negotiations".

Markets breathed a sigh of relief over the deal struck on Friday.

"Here's the agreement. It's a very simple agreement".

And as the contours of the deal continued to come to light, it appeared to grant Mexico only a temporary reprieve - with confusion surrounding key elements. 'This is one page of a very long and very good agreement for both Mexico and the United States'. They include the deployment of 6000 Mexican soldiers to the southern border with Guatemala and allowing Central Americans to wait in Mexico until their asylum claims, most of which are fraudulent, are processed.

"It will go into effect when Mexico tells me it's okay to release it", he said at one point in talking to reporters.

Ebrard also said there was no agreement between the United States and Mexico to buy more agricultural products under the accord, despite Trump saying over the weekend that Mexico had agreed to buy "large quantities" from U.S. farmers. Asylum seekers who cross into the USA will be quickly returned to Mexico where they'll wait for their claims to be resolved; the US agreed to accelerate adjudication.
