The Philippines delegation lobbied hard against the resolution, which asks national authorities to prevent extrajudicial killings and cooperate with United Nations human rights boss Michelle Bachelet, who is to report her findings in June 2020.

The resolution on the Philippines, led by Iceland, was adopted by the UN Human Rights Council in Geneva on Thursday by a vote of 18 countries in favor and 14 against, with 15 abstentions.

Duterte is scheduled to deliver his annual state of the nation address later this month, so the resolution "comes at a most pressing and opportune time", said Cristina Palabay, secretary-general of a Philippine human rights group, Karapatan.

The CHR also reiterated its previous calls for the government to allow "thorough, transparent, and independent investigations of all alleged violations of human rights in the country by demonstrating to the world that "our local mechanisms are genuinely working and are sufficient to address demands for justice and the rule of law to prevail".

"It signals the start of accountability for thousands of "drug-war"-related killings and other abuses and will provide hope to countless survivors and families of victims", Matar said in a statement".

The resolution comes amid calls from worldwide human rights groups for the United Nations to take action over the thousands of people killed in extrajudicial executions with impunity in the name of fighting drugs.


Locsin Jr. rejected the resolution that he said "does not represent the will of the council, much less that of the developing countries who are always the target of such resolutions". Latest figures from the national police show that 6,600 suspected dealers and addicts have died in encounters in the past three years, while rights groups claim that many thousands more have been killed by vigilantes linked to police. He also warned that "there will be consequences" as the human rights body has insulted Filipinos in passing a baseless measure. The vote came just days after one of the drug war's youngest victims, 3-year-old Myca Ulpina, was killed in a police raid.

"The resolution is grotesquely one-sided, outrageously narrow, and maliciously partisan", Panelo said in a lengthy statement. "There will be consequences, far-reaching consequences".

In a statement Amnesty International's Nicholas Bequelin said the United Nations resolution "provides hope for thousands of bereaved families in the Philippines, and countless more Filipinos bravely challenging the Duterte administration's murderous "war on drugs". "Let them state their goal and I will review". Police said they will investigate her killing, CNN affiliate CNN Philippines reported.

Panelo said that if the president permitted the probe and if it is carried out impartially, it would only result in the humiliation of the investigators and those who backed the resolution.
