While rules on the movement of people would be eased after India's Independence Day celebrations on Thursday, state governor Satya Pal Malik said that phone lines and the Internet would remain down.

"We are reviewing the situation on a regular basis".

Centre has removed all the restrictions in Jammu, while some are still in place in Kashmir. Appropriate decisions will be made based on law and order assessments, he added.

Subrahmanyam said the government had taken measures to ensure minimum inconvenience to residents.

"Restrictions were imposed in J-K as there were credible inputs of militant organisations planning to undertake attacks in J&K in immediate future". "Their record has been recognised by governments worldwide and by global organisations, including the United Nations", he said.

"A few preventive detentions of individuals were also made in accordance with the provisions of the law to maintain law and order and avoid breach of peace", said the chief secretary.

The chief secretary justified imposition of restrictions in the Valley saying the decisions taken nearly fortnight ago had mandated taking "preventive steps as precautionary measures owing to history of cross border terrorism".

All major newspapers are being published and satellite and cable TV networks are operational, the chief secretary said.
