Meanwhile, President Trump's national security adviser John Bolton has said the United States would support a no-deal Brexit if that was the option the UK made a decision to pursue.

None of his meetings have been on camera but in a briefing that was dominated by Brexit, he said "we are with you".

Johnson spoke to Trump on Monday, discussing Brexit, trade and economic issues, his office said.

Ms Rudd last month surprisingly kept her role during new Prime Minister Boris Johnson's cabinet reshuffle, despite having been one of the fiercest opponents of a no-deal Brexit in Theresa May's government.

The central message Mr. Bolton delivered is that the United States will help cushion Britain's exit from the European Union with a free trade deal that is being negotiated by US Trade Representative Robert Lighthizer and his British counterpart, Liz Truss. "It will be a tough old haggle but we'll get there".

Mr. Bolton said Britain and the United States could agree trade deals on a sector-by-sector basis, leaving more hard areas in the trading relationship until later.

"The scope for significant growth in trade from the United Kingdom side is not great", he said.

In a report, the IFG said rebel MPs could need to rely on Speaker John Bercow allowing them to amend motions that cannot conventionally be amended.

Mr. Bolton, in London for 2 days of talks, is seeking an improved US-British relationship with Mr. Johnson.

He said the ultimate aim was a comprehensive trade deal, but highlighted that financial services could be one of the more hard industries to reach an agreement on.

European Union leaders are waiting to see if those MPs, including members of Johnson's own Tories, are able to use proceedings in the House of Commons to tie Johnson's hands, according to the person, who declined to be named discussing government thinking.

The survey also found 88 percent of respondents feel parliament is "out of touch" with the British public, with 89 percent believing MPs "ignore the wishes of voters and push their own agendas" on Brexit - 77 percent also agreed the Queen should "remain above politics and refuse to get involved in Brexit".

Anti-Brexit campaigners - including more than 70 MPs and peers - filed a petition at the Court of Session in Edinburgh to attempt to stop Mr Johnson from being able to prorogue Parliament.

On Tuesday, at the Court of Session in Edinburgh, Judge Raymond Doherty said a substantive hearing should take place September 6.
