USA gov’t introduces new rules restricting legal immigration

Acting Director of U.S. Citizenship and Immigration Services Ken Cuccinelli is under fresh fire on Tuesday after telling NPR in an interview that the famous words engraved on the U.S. Statue of Liberty-based on the poem by Emma Lazarus-should be re-cast with a qualifier when it comes to the kinds of people arriving at the nation's shores seeking refuge or welcome. The poem, written by Emma Lazarus, says: "Give me your exhausted, your poor, your huddled masses yearning to breathe free, The wretched refuse of your teeming shore. Send these, the homeless, tempest-tost to me, I lift my lamp beside the golden door!'" It was mounted in the lower level of Lady Liberty's pedestal in 1903.

"They certainly are", Cuccinelli replied. "Give me your exhausted and your poor who can stand on their own two feet". "That plaque was put on the Statue of Liberty at nearly the same time as the first public charge was passed - very interesting timing". Public health and social service providers report that immigrants are anxious about seeking medical and housing aid for themselves and their children, who may be USA citizens.

Since the early days of the Trump administration, officials have been working on broadening that law to include an immigrant's use of other public benefit services, such as subsidies for health care, food and housing, as reason to reject an immigrant's application for a green card.

Experts say the new rule would severely impact family-based immigration from countries in Latin America and Africa and could lead to more deportations of immigrants with temporary or provisional immigration status that are already settled in the USA but do not meet the new requirements.

The White House said in a statement on the same day that this provision would help ensure that immigrants were financially self-sufficient rather than relying on US public welfare to safeguard the interests of USA citizens.


This regulation will take effect in a few weeks' time, precisely on October 15.

On Tuesday, Mr Cuccinelli was asked by NPR whether the 1883 poem titled The New Colossus at the Statue of Liberty on New York's Ellis Island still applied.

"I'm exhausted of seeing our taxpayer paying for people to come into the country and immediately go onto welfare and various other things".

"If they don't have future prospects of being legal permanent residents without welfare, that will be counted against them", Cuccinelli said.

The Los Angeles Times reports described the step as one of the administration's most aggressive move and that it targets legal immigration.
