Canadian Prime Minister Justin Trudeau has called a federal election for October 21.

Not since 1935 has a government that won a majority of seats in Parliament in its first term lost power in the next election in Canada. The party's parlous position allowed it to take unusual political risks, offering the voters an inexperienced leader who promised an ambitious reform agenda and gender equity in his Cabinet, which today also includes three Sikhs, more than are in the Cabinet of India.

Upon announcing the election this week, Mr Trudeau said: "We've done a lot together these past four years, but the truth is, we're just getting started".

"Canadians have an important choice to make", Trudeau said.

Conservative Leader Andrew Scheer says he's not surprised Trudeau isn't showing up, given the re-emergence of SNC-Lavalin in the headlines.

One of the largest pieces of luggage has been the SNC-Lavalin affair, the controversy surrounding Trudeau's having pressured his former attorney general, Jody Wilson-Raybould, to help the engineering and construction giant avoid a criminal trial over fraud and bribery charges.

The Liberal Party of Canada is now in fierce competition with the Conservative Party of Canada.

Scheer, 40, formerly the youngest-ever speaker in Canada's House of Commons, took the helm of the right-leaning party in 2017. Unlike in the United States, abortion has not been a major political issue in Canada.

The NDP are polling nationally in third place, on roughly 13%-14% support, with a slight lead over the Green Party.

But Mr Trudeau may not win enough seats to govern by himself after a series of missteps that called into question his leadership while cutting into his once sky-high popularity.

Trudeau will also be facing off against the New Democratic Party's Jagmeet Singh, the first non-white leader of a federal party in Canada, and the Greens' Elizabeth May, who is seeing gains in popularity.

Canadian Green Party leader Elizabeth May announces the launch of the party's election campaign as she's joined by Green candidates during a news conference in Victoria, British Columbia, on September 11, 2019.

What are the big issues?

Concerns over affordability, health care, climate change and ethics are at the fore.
