Although more than a 100 flights had to be cancelled on Monday because of the typhoon, operations in Narita resumed gradually over the course of the day.

In Chiba it brought down power lines, and it left 17,000 passengers stranded at Narita airport outside the capital after trains running to and from the transport hub were suspended.

Authorities issued non-compulsory evacuation warnings to more than 110,000 people, as forecasters cautioned the rain and wind could reach "record" proportions.

Preparations from tournament organisers are unchanged following the typhoon, World Rugby told ESPN.

Another woman in her 20s was also rescued from her house in Ichihara, east of Tokyo, after it was partly crushed when a metal pole from a golf driving range fell on it.

North Korean state media urged citizens on Monday to "fully mobilize" to rebuild after powerful Typhoon Lingling lashed the country over the weekend, with workers rebuilding electricity networks, salvaging battered crops and helping families whose homes and property were damaged.

At Narita airport, an worldwide gateway to Japan, about 14,000 people were stranded on Monday night as the public transportation system connecting the airport and the metropolitan area was suspended, according to Narita global Airport Corp.

A blackout left more than 900,000 people without power in two areas surrounding Tokyo, according to Tokyo Electric Power Co.

Streets normally busy with commuters walking or bicycling were deserted, with winds just east of Tokyo shaking buildings.

Police confirmed two people were killed in the storm - a woman in her fifties who was found dead in Tokyo and an elderly man in the neighbouring Chiba prefecture.

Typhoon Faxai is now moving back out towards the Pacific, but there is still a risk of flooding and landslides.

Faxai is determined to be one of the strongest typhoons with the wind speed of 210 km/h (130mph).

Japan is used to severe tropical storms and typhoons during late summer and autumn.

The storm had led out to sea from midmorning, but police warned that heavy rains were anticipated to last for a while, such as in Fukushima, the website of the world's worst nuclear disaster since Chernobyl.
