India's Narendra Modi to host China's Xi Jinping at summit, with ties strained by Kashmir

Beijing has confirmed that Chinese President Xi Jinping will visit India for an informal summit on October 11-12. The first informal summit between the two countries was held previous year at the Chinese city of Wuhan, which enabled the two countries to normalise the relations on all fronts after the 73-day standoff between the two militaries at Doka La plateau in 2017.

India's Ministry of External Affairs said Wednesday that Xi and Modi will meet in the southern coastal city of Chennai on Friday and Saturday to "exchange views on deepening" the two countries' development.

Xi, 66, was expected to press Modi, 69, to allow Chinese telecoms giant Huawei to take part in 5G trials, something which Washington has been pressing New Delhi not to permit because of security concerns.

China's close security ties with Pakistan have always been a matter of concern in New Delhi and in recent years India has drawn closer to the United States to help balance China's rising weight across the region.

Issues such as terrorism, terror funding, Pakistan's proxy support to terror outfits are likely to come up during Chinese President Xi Jinping and PM Narendra Modi's informal meeting in Chennai on October 11-12.

The expanding ties between India and the U.S. and Modi's government's decision to endorse the Trump administration's Indo-Pacific strategy have also created an impression in China about India becoming part of a larger USA containment policy towards it. Meeting between them has no specific agenda, said sources while adding that the focus of the meeting will be on improving people to people contact and on how to maintain peace and tranquillity along the India-China border. India rules the populous Kashmir Valley and the Hindu-dominated region around Jammu city, while Pakistan controls a wedge of territory in the west, and China holds a thinly populated high-altitude area in the north.

The two leaders had their first inaugural informal summit in Wuhan, China on April 27-28 2018.


"It (Kashmir issue) should be properly and peacefully resolved based on the UN Charter, relevant UN Security Council resolutions and bilateral agreement", Wang had said.

It is also incidental that the moderation in the Chinese stance comes at a time when Pakistan prime minister Imran Khan and army chief General Qamar Javed Bajwa are in Beijing, to further cement the close ties between China and Pakistan.

Xi said that the right and wrong of the situation was clear and India and Pakistan should resolve the dispute via peaceful dialog, according to Xinhua.

The Doklam face-off between the nuclear-armed Asian nations, who fought a war in 1962, lasted two months until both sides pulled back.

Meanwhile, the MEA said it expects that the summit will provide the leaders with an opportunity to continue discussions on various issues between the two neighbouring fast-growing economies.

In an exclusive interview to PTI, the Chinese envoy said both India and China should go beyond the model of "management of differences" and work towards actively shaping bilateral relations through accumulation of positive energy and forging greater cooperation for common development.

Given that India and China will be commemorating 70 years of establishment of diplomatic ties next year, the two leaders are expected to discuss how to make bilateral ties more "people centric", the person cited above said.
