We're Almost Out of Money — UN Chief

United Nations Secretary General Antonio Guterres has warned that the global body is in dire financial straits

The UN is also facing the prospect of not being able to pay some of its 44,000 staff next month.

Not including what it pays for peacekeeping operations, the UN's operating budget for 2018-2019 is close to US$5.4 billion, with the United States contributing 22 per cent.

"The organisation is facing a severe financial crisis". India paid 23.25 million dollars in regular budget assessments by January 31, 2019, the 30-day due period specified as per UN's Financial Regulation rules.

Peacekeeping missions are financed by a different budget. That accounts for approximately one-fifth of the UN's budget.

Because members do not send in their dues at the beginning of the year and the funds trickle in, the United Nations faces periodic budget crises.

Contributions to the United Nations are calculated annually using a formula based on each member state's gross national income, debt burden, and per-capita income. In a letter to United Nations employees obtained by CBS News, Guterres revealed that the organization is running a deficit of $230 million.

Guterres noted that, as a result of the shortfall, budget implementation is not being driven by program planning, but rather by the availability of cash at hand.

"Managers have been instructed to adjust their hiring and non-post expenditures owing to liquidity constraints", he said.

While India has been among the few countries to have fully paid its dues to the United Nations on time, the United Nations owed India $38 million, among the highest it has to pay to any country, for peacekeeping operations as of March 2019.

In all, 64 countries owe money to the UN. The U.S. owes around $2.4 million for those missions; though the U.S.is responsible for 28 percent of that budget, the country has promised to pay 25 percent, the minimum amount required by law. It still owes around $381 million for past budgets.

Such changes were the only way it could stage the General Assembly debate and high-level meetings last month, the bloc said.

"Until that is sorted out, and Australia can be a voice in this, we are going to see a repeat of these problems".

But budgetary issues are likely to plague the bloc until wider reforms are made, Dr Kampmark said.

"The fact we're talking about 193 states, many with different financial arrangements in terms of how they decide their contributions, this makes it hard".
